Shopping on Planet Arkadia

Does anyone know of any good places where I can upgrade my chips and implants? I've looked through every shop on the planet now and in the auctions. Everything is either under what I need or so far above me that I can't use it.

Are there any blueprints I can buy to make these upgrades? There is nothing on the market.

 

I currently have [NeoPsion 20 Mindforce Implant] and [First Gen Electric Attack Chip III]

 

I don't put them in my shops but I have lots of implants and chips available to sell.
