Not a bug. They focus on higher priority items first, which some other software developers–who will remain nameless–could take example from. Sound should be developed more fully this coming year, I believe.
They could make a contest so the players can come up with sounds for the different mobs (i'm sure there are some talented players that can do it). it saves them resources and get the playerbase more involved.
