I guess it depends on who the developer is as Monria got 100 apartments and 14 shops at time of launch with zero players I guess MA can break their own rules if they want to. I own an apartment on Calypso I bought it back when it was only option for additional storage for about 200-300ped. Hundreds were available on auction, pages and pages of them only to see them all disappear supposedly bought by an investor (don't recall ever seeing them on the auction again though) while the hundreds of others in other apartment blocks never even got added. Some stuff like the gifts at Xmas are only really useful if displayed and doing that in a public area will result in them disappearing quickly so the only option is an apartment. Which is why I made the suggestion previously as it will also give crafting a boost. That way the Ark team can go nuts on the design of the public premium apartments. I wouldn't be the first time something has screwed previous investors. Anything in EU can be changed / superseded so treating an object as an investment has it's risks. Although I seem to remember seeing apartments / shops in Indomitable but not made available yet.
