Does anyone have any idea what this quest is?

 

Unless I'm mistaken that's currently unused and will likely come into play later. Knowing P-Tech I have a feeling they want that blown up or something lol.

 

I even found where to lay explosives, but my moral compass doesn’t allow me to do this lol.

 

Perhaps your moral compass simply has not yet the right north yet. There's a man named Ned who may interest you if you wish to... disrupt P-Tech a bit.

 

Is it by any chance not him?
If this is not Ned, then please tell me where to find it?

 

You looking for Ned the NPC (Downstairs in the secret Smugger moon HQ) or are you looking for Ned the Avatar that RPs the NPC time to time, his a bit like Chuck Norris, you don't find him, he finds you.
