It maybe related (i.e. server response time). It's not just a fail message. One can't switch weapons/faps etc while in "auto" mode. Auto action has to be stopped, then one can equip new tool, use it, re-equip, engage new tool again. Increases the time the mob is alive ever so slightly if enough switches = higher bill in armor repairs. Also, "fail" is only when auto use, no fails when manually using the tool each time.
I was healing for my soc leader tonight and noticed a slight alteration of what op says. I dont think it is so much the auto tool. I never use that other then drilling claims (Which btw never gives a failed for some reason). I think this was someone trying to optimise things a bit too tightly to cause SOME free decays not a garanteed fail for extra free decays like it is now. What I saw was that I have the setting to pre load next use box checked. If I click to heal and click the second time to preload the next heal automaticly I get failed. If I heal the first heal and let the cycle complete I can then click next heal immediately. Seems like the "Preload" timer fires a few milliseconds before the actual cycle is complete.
When I hunt in the first person mode, without autouse, the gun very quickly jerks to the right after each shot, kind of reloads - that's the time when you can shoot again without getting fail messages If you shoot before you will fail Now I just wait for it and I don't get fails anymore
