The guy you talk to is up the stairs in the back room of the base. The smuggler you get the oratan instance is at the bottom of the stairs.
Not for me,He's standing right near the daily mission guy,though at one time he was upstairs and the mission guy was stuck in the wall so there may be an issue with where they like to stand so I'd suggest just looking around.

Just to remember, having stolen items in possession make you guilty same as smuggler who sold it to you. If MA get to know what smuggler do - not only that smuggler (NPC lol) account will be locked but your too for further investigation. Once case will be solved you will remain without those items same as any amount of arkoins you handed to smuggler. Watch out for thieves - I mean smugglers. And if MA realize that smugglers are not just simple thieves but rebels who are preparing war against IFN you can safely throw away your ped card reader.

Do all four missions stage 6 and in between collect some Arkoins. Just saying, Arkoins, four Warehouses, they must be full of items?
