IFN recruiter at 8 coins

Hey all; I moved over from Rock and got my passport. Where do I find the recruiter for IFN? I read that they are located at 8 coins but I can't locate them...

 

I believe it's on the Windy Isles at 8 Coins.

I'm at 8 coins but need coords.....I have no idea where it is..not near the HQ that I can find

 

Mays first link in her post shows the thread where I posted a full video of the whole mission chain, you can do it step by step watching the video.

 

I tried but I don't know where the recruiter is ... I checked in the HQ near the tp and nothing...is it down near the beach?

 

He's near the beach, just outside a "hut". There are terminals and the 8 Coins Windy Iles TP just east of him.
Coords to TP (9290, 22325, 105).
