I wish Neverdie would write in plain english. But I interpret the note as saying this is the final VU, development now frozen for the foreseeable future.
From what I can tell it will be changing from 4 server main map + arctic + hell to a 2 server main map + hell (without arctic) But wont really know till I wake up tomorrow and do some exploring.
