He is telling a story about someone asking him to tie some big "paelleras" (a big pan used to cook a typical spanish dish called Paella) on the beach for them to wash with the sea as the tide rises. When he woke up the next morning, all the paelleras were gone with the sea.
the Original story is actually quite funny, i can see why he laughs. He gets fired because of losing the paella's and ends up not working for the company but still being paid for 40 years or something? Good example of funny revenge.
I'm spanish and even I have a hard time understanding him sometimes, he has a very heavy southern accent. He has been famous over here for years I didn't know he turned into a meme lol Funny video
