I don't recommend that you continue this thread. As you already know, it's illegal to run a banking service without MA's permission. Continuing this might run you the risk of getting your EU account locked or banned.

Both actually. MA has been known to come after people because of EULA-violating threads.

That's a Pawn Shop.

Doesn't change the merit of the idea, though.

 

It's a bank that gets rid of the common scammer but yeah it has aspects of both.
