Sal’Diresh’s making keys

Hey Arkadians, I've deciced to move to Arkadia for a while to explore the planet a bit more.

I'm trying Sal’Diresh’s instance, but got to a thing that puzzles me.

It seems that the creation of keys is time based.
I mean after creating one and running it, I can't create another key of the same level.

Is this true? After creating the key when will the NPC be available again?

There is a cooldown period, you can create another one at the same NPC after 1 hour.
